Elizabeth Juge
Certified Federal Job Search Trainer and Counselor
Certified Federal Resume Writer
Federal Qualifications Analyst
Elizabeth Juge, trained and certified in Federal Human Resources
recruitment and selection, has written professionally for 12 years. She
joined The Resume Place as a full-time writer and career consultant in
2005. Elizabeth was a contributing editor on Kathryn
Troutman’s 4th edition Federal Resume Guidebook, editing
chapters on resume writing and CareerProofing.
An expert interviewer, Elizabeth is a master at extracting key
information for job applications. Her clients consistently praise her
incisive and engaging style. Her expertise encompasses private industry
and Federal Resumes and related application materials including ECQs,
KSAs, electronic resume formats, and more.
Elizabeth’s SES writing begins with a coaching session to
discuss career accomplishments and develop a competitive and strategic
plan to showcase the applicant’s strengths. SES applicants
are taught how to develop a list of top ten career accomplishments,
which is then mapped to the five ECQ factors. Careful thought is given
to the competencies of each and how the top ten list can optimally
satisfy the qualification. From there, the client writes
drafts of each ECQ and Elizabeth provides expert editing and consulting
to refine and polish each factor. To create a comprehensive and
effective application package, Elizabeth ensures that the ECQ
competencies are properly addressed in the resume and other materials
as well. She is also an expert at editing and coaching on Technical
Factors, helping the client to reveal the knowledge, skills, and
abilities that will lead to a high-ranking application.
Elizabeth’s work has helped many SES clients earn
best-qualified rankings in their Federal Job applications. Many of her
clients have garnered job interviews and offers, including the very
difficult transition from private industry to federal sector jobs. Her
professional dealings with a wide array of industries, associations,
and government agencies have given Elizabeth a broad base of knowledge
across many fields. Her real-world executive experience includes 12
years as a Marketing Executive in private industry. She has also held
several non-profit leadership positions in a prominent organization
devoted to the education of young children.
Applying her degree in Mass Communication from Tulane University,
Elizabeth’s communication and writing credentials are
extensive. Her professional writing projects in corporate and
non-profit environments have included business plans, marketing plans,
and budget justifications, adding to her skill set in writing for
private industry jobseekers as well as all types of Federal management
positions. She has also served as a journalist for an influential
regional publication.
Federal employment expertise runs in the Juge family.
Elizabeth’s husband, Christopher, a Federal Administrative
Judge and Federal employment expert, authored the chapter entitled
“Plain Language Resumes: Writing Well,” in Kathryn
Troutman’s seminal Federal Resume Guidebook and has provided
professional coaching and training on executive level writing in a
variety of arenas.

William Partridge, MBA, MPA, CFRWC
Senior Executive Service Advisor

In working with clients to draft ECQs he helps all applicants
demonstrate: 1. An awareness of top management functions; 2. Their

through others; and 4. Their willingness to acknowledge the role of
colleagues and subordinates in achieving the accomplishments they

research program), North American Aviation (corporate manager of
management systems), the System Development Corporation (an operations
research analyst), and the US Atomic Energy Commission.
After majoring in engineering, Partridge switched to Liberal Arts and
earned his BA at Pomona College. Later, he further developed his

University.

SES TESTIMONIAL:
This was written to
provide support for an SES ECQ Writing Workshop for
NASA:
Kathryn Troutman asked me to write you to discuss my experience with
her and her firm, Resume Place.
I had the fortunate opportunity to apply for an SES position last year,
mid-summer. While I was confident that I could submit a well-written,
qualifying application, I wasn't confident enough to take the chance
that I might miss something. I chose Resume Place because I had heard
some very positive comments about their process and style. My biggest
concern was the limited time I had to submit the application.
Kathryn was wonderful. I already had a draft of my ECQs written, so
Kathryn asked me to send them along to her. This draft gave her an idea
of who I was, what the agency was about (I was applying for a position
within my agency), and what I had accomplished.
Again, because of my limited time, we did a lot of work through
email. She and her staff coached me through each
qualification item. What I thought was a "good" application soon began
to develop into so much more. Having the experience and accomplishments
to succeed into the SES rank is one thing - documenting it
appropriately is quite another. Her staff guides you through the
process, helping you to understand what each ECQ means so that you
focus on mission accomplishments and document your application
accordingly.
Bottom line - I was successful in my pursuit. I was selected for the
SES position in September 2006. I am currently serving on my first ERB,
reviewing applications for another SES positon within my agency. What I
learned from Kathryn and her group is now helping me as I work through
these applications.
I am most appreciative of Kathryn and Resume Place. Her style of
coaching, editing, and just as important, her encouragement, throughout
the process made this nerve-wracking experience much more tolerable.
Thank You.
