Susan is our “in-house” Senior Executive Service (SES) expert and senior writer. With 28 years of Federal human resources experience, working for several executive agencies (Navy, Interior, Energy), Susan has developed an outstanding reputation for her knowledge and expertise in executive level staffing and selection. Elizabeth Juge, trained and certified in Federal Human Resources recruitment and selection, has written professionally for 12 years. She joined The Resume Place as a full-time writer and career consultant in 2005. Elizabeth was a contributing editor on Kathryn Troutman’s 4th edition Federal Resume Guidebook, editing chapters on resume writing and CareerProofing.

An expert interviewer, Elizabeth is a master at extracting key information for job applications. Her clients consistently praise her incisive and engaging style. Her expertise encompasses private industry and Federal Resumes and related application materials including ECQs, KSAs, electronic resume formats, and more. 

Elizabeth’s SES writing begins with a coaching session to discuss career accomplishments and develop a competitive and strategic plan to showcase the applicant’s strengths. Michael Ottensmeyer

Michael Ottensmeyer has nearly 30 years professional writing experience within the Federal sector. He has held key positions in Federal HR.  His most recent HR position was in the private sector as Human Resources Coordinator for the non-profit United Services Organization (USO), European Regional Headquarters, where he established and administered a fully functioning HR program for Germany, Italy, and Iceland.  Because of his HR background, Michael has special insight into what it takes to get hiring officials interested in a job candidate. He makes sure that an application package is as complete and strong as possible. Michael writes and edits resumes and application packages for all Federal occupations and grades, but has a particular expertise in mid-career, executive, and SES positions. In addition to the writing and editing he does for us, Michael acts as an SES Advisor for The Resume Place.

Michael was Director of Position Classification and Employee Development for the former Lindsey Air Force Station, Wiesbaden, Germany, as well as Chief of Employment, Career Programs, and Position Classification for the U.S. Department of Defense Dependent Schools, Germany Region. His most recent position in government was as Senior Staff Classification and Human Resources Consultant for the Air Force Materiel Command Headquarters at Wright-Patterson, covering 13 separate Air Force Personnel Offices with a total of 65,000 civilian employees.

Michael's Bachelor's Degree is from Indiana State University, and he has an M.A. Degree in Public Administration and Human Resources Management from Central Michigan University. His hobby is fiction writing, and in May 2007, he published his first novel.

When William Partridge retired from government, he was with the Senior Executive Service. Today he brings his thorough understanding of the Federal government to his work for The Resume Place as an Executive Editor of SES application packages, specializing in the areas of program management, law, IT, and science and technology. William is an outstanding editor who understands an executive's duties based on first-hand experience of working at that level. He knows how to identify the most relevant and impressive experience and skills, and he understands how to transform everyday language into executive language.

In working with clients to draft ECQs he helps all applicants demonstrate: 1. An awareness of top management functions; 2. Their applicable experience beyond that of a “technical expert”; 3. Their ability and desire to get things done through others; and 4. William's last Federal position was as the Deputy Inspector General of the Federal Emergency Management Agency (FEMA). Prior to joining FEMA, he was on the Surveys and Investigations Staff of the US House Appropriations Committee. Prior to that, he was Assistant Inspector General for Inspections of the US Department of Energy. In all of these positions, William guided and evaluated the work of highly specialized analysts representing the diverse fields of science, engineering, auditing, and law enforcement. His writing skills were polished as he helped these specialists prepare well-reasoned reports to management.

Previously, he worked for the University of New Mexico (director of a research program), North American Aviation (corporate manager of management systems), the System Development Corporation (an operations research analyst), and the US Atomic Energy Commission.

After majoring in engineering, Partridge switched to Liberal Arts and earned his BA at Pomona College. Later, he further developed his technical education by earning an MBA in Operations Research at UCLA. To pursue his interest in government, he earned an MPA from Syracuse University.

This was written to provide support for an SES ECQ Writing Workshop for NASA:

Kathryn Troutman asked me to write you to discuss my experience with her and her firm, Resume Place.

I had the fortunate opportunity to apply for an SES position last year, mid-summer. While I was confident that I could submit a well-written, qualifying application, I wasn't confident enough to take the chance that I might miss something. I chose Resume Place because I had heard some very positive comments about their process and style. My biggest concern was the limited time I had to submit the application.

Kathryn was wonderful. I already had a draft of my ECQs written, so Kathryn asked me to send them along to her. This draft gave her an idea of who I was, what the agency was about (I was applying for a position within my agency), and what I had accomplished. 

Again, because of my limited time, we did a lot of work through email.  She and her staff coached me through each qualification item. What I thought was a "good" application soon began to develop into so much more. Having the experience and accomplishments to succeed into the SES rank is one thing - documenting it appropriately is quite another. Her staff guides you through the process, helping you to understand what each ECQ means so that you focus on mission accomplishments and document your application accordingly.

Bottom line - I was successful in my pursuit. I was selected for the SES position in September 2006. I am currently serving on my first ERB, reviewing applications for another SES positon within my agency. What I learned from Kathryn and her group is now helping me as I work through these applications.
